SDS Section 8 Exposure Limits: PELs, RELs, TLVs, and IOELVs

Section 8 of a safety data sheet — "Exposure controls / personal protection" — is where the document stops describing a chemical and starts telling a workplace what to do about it. Its centerpiece is the exposure-limit table, and that table confuses more SDS readers than any other, because a single substance routinely appears with three or four different numeric limits from different organizations. This guide explains who publishes each family of limits, what legal weight each carries, and what belongs in Section 8 beyond the numbers.

The four limit families

OSHA PELs — the enforceable US limits

Permissible Exposure Limits are published by OSHA in the Z-tables of 29 CFR 1910.1000 and in substance-specific standards. They are the only US federal limits an employer can be cited against, which makes them mandatory content on a US SDS where they exist. Their well-known weakness: most PELs were adopted in 1971 from consensus values of the 1960s and have rarely been updated since. OSHA itself states that many PELs are outdated and inadequately protective, which is precisely why an SDS should not stop at the PEL.

NIOSH RELs — the recommendations

Recommended Exposure Limits come from NIOSH, the research institute within the CDC, and are published in the NIOSH Pocket Guide to Chemical Hazards. RELs are recommendations based on health research — not enforceable — and are frequently more protective than the corresponding PEL. NIOSH also publishes IDLH values (Immediately Dangerous to Life or Health), which drive respirator selection.

ACGIH TLVs — the guideline values

Threshold Limit Values are published by ACGIH, a private scientific association, and are updated far more actively than PELs. They are guidelines, not law — but they are widely treated as the state of the art, several Canadian provinces adopt them (with modifications) as enforceable provincial OELs, and they are frequently cited in general-duty contexts. One practical wrinkle: TLVs are proprietary, copyrighted values. An SDS may reference them, but reproducing large portions of the TLV booklet requires ACGIH's terms to be respected.

EU IOELVs — indicative values, transposed nationally

The EU publishes Indicative Occupational Exposure Limit Values through directives, along with a smaller set of binding OELVs for particularly serious hazards. "Indicative" means member states must take them into account when setting their own national limits, but the national limit is what actually applies — Germany's AGW list, France's VLEPs, and other national tables derive from the IOELVs without always matching them. An EU SDS therefore ideally lists the national limits of the market it serves, falling back to the IOELV where no national value exists.

TWA, STEL, and ceiling — the time dimension

Every one of these families expresses limits in up to three time frames, and mixing them up changes the meaning entirely:

Type Meaning
TWA Time-weighted average over a full shift (typically 8 hours). Brief excursions above the number are permitted if the shift average stays below it.
STEL Short-term exposure limit — an average over a short period, typically 15 minutes, that must not be exceeded even when the 8-hour TWA is met. Used for substances with acute effects.
Ceiling (C) A concentration that must not be exceeded at any time, even momentarily. Reserved for fast-acting irritants and similar hazards.

Units also vary: ppm for gases and vapors, mg/m³ for dusts, mists, and fumes, sometimes with a "skin" notation flagging that dermal absorption contributes meaningfully to dose. Reproduce the notation the publishing body uses — a skin notation is part of the limit, not decoration.

Why an SDS lists several limits for one substance

It looks redundant, but each row answers a different question. The PEL answers "what can OSHA cite?"; the REL and TLV answer "what does current science suggest?"; national EU values answer "what applies in this member state?". Because PELs lag science by decades, a US sheet listing only the PEL is technically compliant but practically incomplete — a reader running an industrial-hygiene program will want the TLV and REL to set internal action levels. Good practice for a US SDS: list OSHA PEL, NIOSH REL, and ACGIH TLV per hazardous ingredient where each exists. For Canada, add or substitute the provincial OELs of the destination provinces; for the EU, the national limits of the destination market. List limits for each hazardous ingredient of a mixture, not for the mixture itself — mixture-level OELs essentially do not exist. If no limit has been established for an ingredient, saying so explicitly ("none established") is more useful than silence.

The rest of Section 8: controls and PPE

The exposure table is only half the section. Section 8 also carries the control strategy, and it should follow the standard hierarchy of controls — engineering measures before personal protective equipment:

Everything here should be consistent with Sections 2, 4, and 7 — a sheet that classifies a product as a respiratory sensitizer in Section 2 but recommends no respiratory protection in Section 8 will fail any competent review.

Keeping Section 8 current

Exposure limits change on the publishers' schedules: ACGIH revises TLVs annually, the EU periodically issues new IOELV directives, and provinces update their OEL tables. A change in a published limit for one of your ingredients is exactly the kind of new information that should trigger an SDS revision — see when an SDS must be updated.
